We don't actually use pages much on this site. Pages are designed to be static, and most of the "nodes" on this site pull dynamic content that changes often. If you did want to create a static page, however, this is the way to do it.
A static page might be handy for groups, although I'm not sure how or why. :) Blog entries are more dynamic.
If you do create a page, make sure that you assign it to a menu item so that you can navigate to it!
